1st International ICST Conference on

e-Infrastructure and e-Services for Developing Countries

Aims and Scope

Deploying efficient and effective infrastructures and solutions when limited resources are available is a challenging task and a key-enabler for the diffusion of ICT in developing countries.

The aim of this conference is bringing together international researchers, public officers, policy makers and practitioners in ICT to discuss issues and trends, recent research, innovation advances and on-the-field experiences related to e Government, e Governance, e Infrastructure, and e Business with a focus on developing countries.

AFRICOMM 2009, the first conference of the series, is organized into three Tracks, two of them organized as Research Tracks and one as Policy & Governance Track.

Research Tracks

The Research Tracks consist of double blind peer-reviewed scientific works. Publications shall meet the formatting guidelines. Accepted papers will be published in the LNICST series by Springer, will receive an ISBN, and will be available online through Springer scientific web portal.

1. Track on Information and Communication Infrastructures for Developing Countries

The AFRICOMM track on ICT infrastructures is dedicated to foster ICT technologies and projects in and for developing economy countries. Key R&D dirdirections in this field, challenges and obstacles, business models and success stories will be identified and reviewed. We are looking for technical, governance and business model presentations about developing economy environments where the following issues are of concern:

2. Track on eServices for Developing Countries

The e-Services provides an opportunity to share and compare different perspectives of real-world issues and to discuss ways to foster countries' development through ICT services. To achieve this goal, researchers and practitioners from around the world are invited to submit their research findings and new ideas, and for practitioners to demonstrate the result of projects and applications on technical symposia, panels, and workshops on the following topics:

3. Policy & Governance Track

The Policy & Governance Track is an opportunity for political actors and policy makers of the developing world, worldwide donors and social organizations present and discuss policies, models, governance issues and challenges, through presentations and panels. Contribution will be selected on the basis of a two pages extended abstract.

Publication Details

Accepted papers will be published in the LNICST series by Springer, will receive an ISBN and will be available online through Springer scientific web portal.

Submission Instructions and Formatting Guidelines

Submissions can be made in the categories "research paper", "project experience", and "poster". The page limit in Springer LNICST style is ten pages for research papers and project experiences, five pages for posters, and two pages for policy and governance papers.

The page limits do not include appendices. Appendices may be used for material that does not fit in the main body of the paper. Note that reviewers are not required to read the appendices, so the papers should be intelligible without them. Papers that exceed the main paper page limit may be summarily rejected.

One author of each accepted paper will be required to present the work at the conference. Submissions must be in English, comply with the LNICST style, and in PDF.

Submissions must be unpublished and not submitted for publication elsewhere.

A paper title, a short abstract of about 100 words, and contact information must be submitted before the paper.

Call for Workshops

The organizing committee solicits proposals for workshops to be held in conjunction with the conference. The purpose of these workshops is to discuss work in progress and explore opportunities for developing countries growth through ICT infrastructure and services. Workshops need to group together research and technologies issues and approaches for developing countries also in relations to the overall situation in other contexts.

A workshop proposal can be a maximum of 2 pages long and should contain:
